Built in 1929, it burned down in 1970 due to arson. The fire resulted in 29 deaths with the perp getting life in prison as a result.  "Return Postage Gauranteed" on the back side, as per-usual. Made of metal rods (likely brass) and brazed together, below shows the plaque with gift inscription. Quite intricate with little decorations added, full size, could be worn as a lark.
